Opponents and supporters packed Monday night's Grover Beach City Council meeting on the Phillips 66 Refinery Rail Project, which would double the amount of crude oil moved by rail through the Central Coast.

Supporters wore green T-shirts and touted job creation at the meeting, where the council took public comment.

20,000 letters have been sent to the San Luis Obispo County Planning Commission, with the majority opposing the project.

The Lucia Mar Unified Teachers Association is concerned about how close crude oil trains will pass by schools. It is asking the commission to deny approval.

After two hours of public comment, the council decided to have city staff write a letter opposing the project.
